Legacy Moves in Pokemon Go Refer to to Moves that captured Pokemon had before an update. After the update these Pokemon can no longer learn these Legacy Moves. The following Pokemon have Moves which can no longer be acquired by those specific Pokemon.

legacy movesets and the obsolescence of some (psycho cut/psychic alakazam being one that particularly sticks out) didn't have to be a thing - clearly stuff like quick attack porygon and rock throw omastar were mistakes as they can't even learn those moves in the main games.
for the few pkmn whose legacy movesets perform better than anything they can get now (omastar and exeggutor to name a couple), the playing field is disrupted, the players that managed to get those pokemon of those legacy movesets wield an advantage over the others that couldn't get it in the timeframe the legacy moveset was available, and are effectively locked out of the most abled pokemon of that species as none can get that moveset anymore.
to level the playing field, niantic could've easily made it so anything with outdated moves clashing with their current movepool were labeled illegible for gameplay until you chose from the up to date moves on them.
there is a massive gym rework coming soon as hanke said himself, and legacy movesets are one thing i'd like addressed in it.
it's not like i hate the idea of legacy movesets though, i'm awfully fond of my confusion/solar beam exeggutor actually...
I find it hilarious that Mew, Moltres and Zapdos have legacy moves even though they haven't even been available in the game.
My exeggutor has solar beam 100 as charge legacy move.
