I caught mine at an airport. Actually the majority of my psychic pokemon have come from the airport.
Caught mine at a kids water park... On a Monday!
I found a nest of them on a nearby public golf course. Jynx on the links!

I never actually found it but I saw a jynx on my nearby list in North America.
Caught several near the Federal Court House in Minneapolis, MN.
Woodstock Park in Portland, OR is a Jynx nest--there are usually one or two in the southern part of the park.
mine hatched with a CP 666 so of course I put it in a gym at a church
O..m..g....seems like every 10k I get is a jynx...I decided to stick to my icy breath and ice punch version...135 candies...bleh
If you get ice moves from a Jynx, it's gonna be perfect for taking down Exeggutor gyms, since Jynx can take psychic attacks but Exeggutor can't ice attacks, and Dragonite gyms, since ice is effective against dragon and flying pokemon and Dragonite is both.
I got a Jynx of 1250 Cp with Froast breath and Psyshock. It's the highest at Lvl 28. Took 5 ultra ball. But if 1250 Cp is highest for Lvl 28, it's hardly any useful.
I caught several Jynx in the blocks between the Lucas Oil stadium and the Indiana capitol building. Too spread out to be a nest, but I was only there one day.
I have seen (and caught) several Jynx on and around University of Michigan campus in Ann Arbor, Michigan.
I was at a park near Adelaide and got 4 jynx in 30 minutes!
despite being disliked as 10km egg junk and being underwhelming in battle capacity in relation to her rarity, a mono-ice or pound/ice punch jynx can prove problematic to exeggutor, resisting both psychic fast moves.
for dragonite it depends on whether it has steel wing or not, jynx doesn't have the water type to neutralize her steel weakness, unlike lapras and friends.
a bunch of other flying types get steel wing as well.
according to datamines, moves have a "heal" parameter.
draining kiss is the only released move to have a non-zero value in its heal parameter.
unfortunately the healing mechanics seem to be either inactive or dummied out, as my test showed that it does no HP recovery upon damage infliction. but i won't rule out the possibility of it being re-activated in the future. though jynx has little to zero use for it, being frail.
there are other moves found via datamine with a non-zero heal value - rest, giga drain, mega drain, and parabolic charge, though currently no pkmn can have these moves yet.

currently multiple nest of jynx some low cp and some high. This park Ian known to have some rarer Pokémon too.
Hamarikyu Gardens, in Tokyo, is plenty of them. I noticed that the Pokedex shows Jynx as evolving from another Pokemon.
Any idea which one? Is this something new from the Gen2 added to the game?

even though it say frost breath psyshock is the best dps, frost breath ice punch is really good typing, so it may be more useful. good against dragon and grass.
how does the new charge move avalanche hold up against the old ones?

Confusion and Avalanche would be the best overall current move set you can get...
