Eevee Moves also include Dig and Body Slam. Appearently these also determine the type of Eevelution you get, i.e. dig is Flareon, Body Slam is Vaporeon, and Swift is Jolteon however I am unable to confirm myself.
I've just evolved my eevee with swift and I got Flareon :O at the moment I havent found anything that affects the evolution... Maybe it could be weight? my Eevee was extra small (2.69kg) i will evolve my other eevee that has dig and is 6kg and see what happens.... Right now I think its just random :O
Looks like the charge move theory is a bust, then. I just evolved an Eevee with Swift as the charge move, and got a pretty sweet Vaporeon.
I think the first evolution is highly random, but gets less random as you keep evolving them. My first eevee turned into a flareon, the second was a vaporon. I think if you have one type, you'll more than likely get one of a different element the next time around.
My area is loaded with evees, and all my evolutions are vaporeons
You have to change the name of your eevee (nickname it) before you evolve it. Rainer for vaporeon, sparky for jolteon, and pyro for flareon. That's what I did and it worked so now I have all three :)

east tennessee has Eevee everywhere
so does eastern kentucky

Central Massachusetts have Evee everywhere also
It says vaporeon jolteon or vaporeon, instead of flareon :)
Quick Attack is slower than Tackle (-_- )
