I have one with dragon breath - 12 and outrage - 110.
Same here, Dragon Breath=100% (12) and Outrage =73.08% (110)

got one w the ideal moveset and 96iv, not sure if i should power it up all the way! cos the typing and moves are really attractive esp towards the gym tankers such as dragonite, ryhdon and tyranitar!

I have two kingdras. One with water gun and blizzard and one with dragon breath and blizzard.
FINALLY, after months of playing, finally got my first Dragon Scale and a 100% Kingdra with Water Gun and Hydro Pump. I'm not complaining about the moveset in any event, I'm just glad that I got one that benefits entirely from the STAB. I'm also hoping that Niantic does decide to buff Kingdra with the next gym re-balance as well.
dont get fooled by "raw numbers" outrage has more dps than hydropump.
you need 5 seconds of water gun to charge an outrage for a total of 8.9 seconds/ 172.5 damage.
you need 10 seconds of water gun to charge hydropump for a total of 13.3 seconds/ 255 damage.
real dps for WG + Outrage = 19.38
real dps for WG + Hydropump = 19.17
add the possibility of overkill after dealing 125 damage with WG while charging your Hydropump leading to a loss of dps even more (and yes overkill happens more times than you think).
same goes for dragon breath as fast move.
just evolved my second kingdra now i have a double dragon and a watergun/blizarder.
