There are a ton of them in Waikiki, got 450 in 2 days
I work by the river and find them all the time...and Tentacools and Psyducks.
I'm finding them along creeks and rivers, as well as randomly in the middle of town (the map seems to put imaginary "ponds" in odd spots, including my driveway and major downtown buildings). Strangely enough, they show up more along tributaries than major rivers. The main creek that winds through town has several spawn points that are very active (5-10 spawns an hour within one small park, plus a dratini every few hours), while the river access itself gets 2 spawns an hour on a good day, and absolutely nothing at all spawns on the nature trail along the river without incense (which isn't location specific).
Side note: I'm getting damage using splash in battle, so it's not 0 DPS. It took 6 Magikarp (yes, I was bored and made a team of "strong" Magikarp in the 133-139cp range), but I did 20HP damage with the team.
Why does it take so many candies to evolve
Because Gyarados is BOSS!!!
