does this move do more damage with consecutive uses like in the normal games? 3 damage seems abysmally low.

No, this move is not bad at all. It hits very fast, and charges up your second skills really quickly as a result. Hitting fast also means the move does respectable damage in its own right.
My Nidoking has this move as well .

Very effective to beat Vaporean by my Scyther
Pinser move set if very often in use by some other players would a agree just effective as though.
My Scyther dominated everyone with it! Super high energy Regen, good with a high power secondary move
