I think they spawn near water. I found one in Jack London Square in Oakland to the southeast of the square itself.
Haven't found one but a Dragonite landed in front of my car and I nearly crashed. Caught him though. I was in the middle of a city.
If anyone in the Cleveland Ohio area are looking for dratini you can find this Pokémon at Jake Kamera bridge in Berea.
I found mine next to a lillypad pond in a park.
I found my Dratini in an odd place. Most of the comments so far seem to indicate that they like bodies of water. However, I found mine at an intersection with no streams or anything in sight. However, my guess is that this lured it: at the intersection there is an old run-down antique shop, maybe dragon types will appear around buildings with old things? Idk, but it's just a guess, considering dragons are considered to be "ancient."
Found mine in Portland at Washington Park near enough to water, behind the children's museum and across from the zoo.
I live in Brisbane australia, I don't live near water and live smack bang in the middle of an industrial area and had one literally spawn on my lap lol.

I have a river and a lake directly next to my house so they often spawn. Haven't caught one yet but they're very common at my house.
Go for rivers, lakes, and beaches if you want one.
She has popped up twice near my apartment but every time I go looking for her I can't seem to ever find her! Ug so annoying
A Dratini showed up in my friends nearby at the Cambridge Center in Ontario, we couldn't find it though. Also water near by, so it doesn't always spawn near water.
Found one at Nantasket Beach in Hull, they definitely seem to occur near water.

Found 4 in the parking lot of Temescal Canyon Gateway Park north of Santa Monica. they just kept popping up as we drove through the parking lot.
I found a dratini in Ocean City NJ while going over the 9th Street Bridge. This is a huge brand new bridge that travels across the bay. I think I caught it because 1. I was near a large body of water 2. I was near historical landmarks 3. I was near many Pokestops and crowded beach town.
I found 2 dragonites plus dratinis and a dragonair by a lighthouse at San Pedro california

By memorial Beach at white bear lake minnesota is where I found mine. Lots of new pokemon were found on Lake Drive actually.

I found a Dratini CP 12 near the ocean shore here in La Paz Beach in La Libertad, El Salvador.

If you're near Orange County CA, I found 2 next to each other on Balboa Island. Just walk around the outside near the water.

I heard there was a Dratini farm in Los Cerrito in Fremont, CA. I was there 30mins or so and got 5.

I found two at Osaka Castle as it has a large moat around it. I found the first one right in front of the castle around 5pm and then 10 mins later while exiting the very first main gate descending down the walkway over the moat itself.
Found mine in my back garden which backs onto a canal.
I found one today on the GMU campus. I suggest looking around areas with water for this Pokemon.
All of the dratinis and Dragon airs I have seen have been near bodies of water. Dratini frequently pop up around the lake at unf and I saw a dragon air along the river
Got one near water and a park below Mauerkircherberg in Munich. A rich folk area. I guess iit came there by concierge. No really historic landmarks. It has 100% IV Now I'm afraid to power it up for fear of a bad moveset. ;-)

I found it inside my house. There's a river nearby.
There were quite a few by lake Michigan in chicago, found a bunch on hong kong island, and a lot at Santa Monica pier in CA also. Large bodies of water with a beach seem to spawn them the best. Rivers, small lakes, and ponds seem to spawn but it is very rare. Putting Lures on pokestops on a beach seems to work really well also
Caught one in the middle of Warsaw park. Near Centrum. Very unusual.
Denver players - I caught one at the corner of Havana and Parker in Aurora. There's this strange little corporate pond in front of the Wells Fargo there - it came up in the middle of it. I'm pretty sure it's bigger than the pond!
Parramatta River in the West of Sydney, Australia. Was there this afternoon. Landed 3 Dratinis in less than an hour. Was off the chain.

I found one near school in Anna nagar, Chennai, Tamilnadu. Its no where close to any water body. weird.
I found one near Chennai Beach first time when i was level 5, but ran away after first ball thrown. Now i got it at level 22. Am so happy. IV is still shit at 71%.
I think they appear near beaches often, but not always bound to water bodies.
Mine has iron tail. Not sure how, considering it isn't one of its moves according to this website.

Hatched from a 10km egg CP:489, on 06/02/17 and mine has the iron tail fast attack. Just wanted to post it since I see it's not an option on either the previous or current fast attacks.
Cought a Dratini today (7/28-2017) It has Fast move: Iron Tail (Steel) 15 power and Charge move: Twister (Dragon) 45 power.
Can You please update the database with this move?
